Florida Building Code

Recover or Replace? What the Code Allows on a Commercial Roof

On a commercial building the biggest cost decision is whether the existing roof can stay. The Florida Building Code’s existing-building provisions allow a roof recover (a new membrane over a prepared existing roof) only when the old roof is sound. Everything has to come off down to the deck when the existing roof is water-soaked or deteriorated enough that it can’t carry a new system, or when the building already has two or more roof coverings in place.

We don’t guess at that. Before we quote a recover, we take core samples and check for wet insulation, because a new membrane over a soaked roof fails early and the code doesn’t allow it anyway. You get the findings in writing with the recover and replacement options priced separately, so the decision is made on evidence rather than on the lower number.

Commercial Roof Systems

TPO, Modified Bitumen, EPDM, Built-Up and Metal

  • TPO: A white, heat-welded single-ply membrane. Reflective, light, and the most common new commercial roof in Jacksonville for offices, warehouses and retail. Seams are welded, not glued, which is why installer skill matters.
  • Modified bitumen: Multi-ply asphalt sheets with a granulated cap. Tough under foot traffic and a strong choice for smaller flat roofs, churches and multi-family buildings with lots of rooftop equipment.
  • EPDM: A black or white rubber membrane with decades of service history, often found on older commercial and apartment roofs we repair.
  • Built-up roofing: Layered felts and asphalt with a gravel or cap-sheet surface. We repair and replace these legacy systems and advise when a recover is realistic.
  • Metal: Standing seam for sloped commercial roofs and metal retrofits over failing panel roofs. See metal roofing.
  • Shingle: Architectural shingles on sloped multi-family, HOA and church roofs, installed to the same spec as our residential work.

Every system we install carries a Florida Product Approval and is installed to the manufacturer’s specification, because that is what the building inspector and the manufacturer’s warranty both require.

Preventative Maintenance

What a Commercial Roof Maintenance Visit Includes

A flat roof is a business asset with a maintenance schedule, not a repair you make when it rains inside. Our annual or semi-annual programs include:

  • Clearing drains, scuppers and gutters, the cause of most ponding and most flat-roof leaks in Jacksonville’s summer rain.
  • Checking every seam, flashing, curb, pitch pocket and penetration, especially around HVAC units that service technicians walk to.
  • Minor repairs on the spot, so a loose seam never becomes a wet insulation problem.
  • A photo report with a condition rating and a remaining-life estimate you can take to a budget meeting, a buyer or a lender.

We work around tenants and business hours, provide a certificate of insurance on request, and coordinate staging and cleanup with property managers so operations don’t stop.

Questions & Answers

Frequently Asked Questions

What commercial roofing systems do you install and repair?

TPO, EPDM, Metal, Built-up, Single-ply, Modified bitumen and architectural shingle roofs on multi-family buildings. We’ll recommend the system that fits your building, budget and how long you plan to own it.

Do you offer roof maintenance programs?

Yes. Annual or quarterly preventative maintenance programs include inspections, cleaning, minor repairs and a written condition report, so you can budget for the roof instead of being surprised by it.

Can you work around tenants and business hours?

Yes. We coordinate schedules, staging and cleanup with property managers to keep disruption to tenants and operations to a minimum, and we communicate every step.

What kinds of properties do you work on?

Office buildings, apartment and multi-family complexes, churches, schools, municipal buildings and warehouses in and around Jacksonville.

Is the commercial estimate free?

Yes. Every job starts with a free, no-pressure roof inspection and a written estimate. If you decide to go another direction, no hard feelings.

How long does a commercial roof replacement take?

It depends on the roof area, the system and how much has to come off. We phase larger roofs so each section is dried in the same day, schedule noisy tear-off around your hours when we can, and give you a written schedule before we start.

Can you provide a roof condition report for a purchase, a budget or a lender?

Yes. Our commercial inspection produces a photo report with a condition rating, identified defects and a remaining-life estimate, with repair and replacement options priced separately.

What is the difference between TPO and modified bitumen?

TPO is a single-ply white membrane with heat-welded seams: reflective, light and fast to install on large roofs. Modified bitumen is a multi-ply asphalt system with a granulated surface: heavier, tougher under foot traffic and often the better fit for smaller roofs with lots of equipment. We recommend based on the building, not the truck.

Do you work with HOAs, condo associations and property managers?

Yes. We present options to boards, work from approved budgets, keep residents informed about schedules and parking, and document the work with photos for the association’s records.

Are you insured for commercial work?

Yes. Shaka Roofing is a licensed Florida Certified Roofing Contractor (CCC1335585) and fully insured, and we provide a certificate of insurance on request before work begins.
